آمار تصادفات نوروزی؛ زنگ خطری بزرگ برای صنعت بیمه / فاجعهای که کسی گردن نمیگیرد
هر سال تعطیلات نوروز سیل مسافران را از شهرهای مختلف روانه جادههای سراسر کشور میکند و امسال پس از پایان کابوس کرونا دوباره جسارت سفر در دلها ریشه دواند. اما این فقط یک روی ماجراست. سوی دیگر تلفات بسیار جادههای طولانی کشور است و حجم بالای مصدومیتها و تلفاتی که صنعت بیمه کشور را به چالش بزرگ خسارتهای بزرگ میکشاند.
به گفته کمال هادیانفر، رییس پلیس راهور فراجا، در بازه زمانی ۲۴ اسفند تا ۱۴ فروردین، ۸۲۱ نفر در صحنه تصادف رانندگی جان خود ر ا از دست دادهاند.
در گزارشی که از سوی رییس پلیس راهور اعلام شد میتوان به آمار قابل توجهی دست یافت: «۴۴ میلیون تردد توسط همکاران ما گزارش شده است و ۴۳ میلیون وسیله نقلیه به مراکز استانها وارد شدهاند.» این رقم در مقایسه با سال ۱۴۰۱، ۳.۵ درصد و در مقایسه با سال ۱۴۰۰، ۴۰ درصد افزایش یافته است.
آمار حوادث رانندگی در سال ۱۴۰۲ نشانی از کاهش میزان تلفات به رغم همه تاکیدها و اصرارها ندارد. تلفات بالای ۸۰۰ نفر در حالی در نوروز ۱۴۰۲ ثبت شد که در طول اجرای طرح نوروزی سال ۹۶ نیز ۸۷۴ تن در حوادث رانندگی جان خود را از دست داده بودند. این آمار در نوروز ۹۷ افزایش یافت و به ۱۰۳۴ نفر رسید. در سال ۹۸ به دلیل وقوع سیل در شهرهای مختلف، سفرهای بین استانی کاهش یافت و آمار کشته شدههای این سال به ۹۱۴ نفر رسید. در سال ۹۹، با شیوع ویروس کرونا و اعمال قرنطینه، این رقم به ۵۳۴ نفر رسید اما در سالهای ۱۴۰۰ و ۱۴۰۱ سیر صعودی داشت و به ترتیب ۱۰۸۰ و ۱۱۴۶ نفر ثبت شد. تلفات و خسارتی که طبق آمار ۷ درصد از تولید ناخالص داخلی را به خود اختصاص میدهد!
عوارض بیمه و شبهه محل مصرف
صنعت بیمه در رابطه با تصادفات و حوادث جادهای از دو جنبه مختلف تحت شعاع قرار دارد. سوای افزایش میزان خسارتهای پرداختی در پی افزایش ۵۰ درصدی نرخ دیه مبحث دیگر عوارضی است که از سبد پرتفوی بیمهگران به بهانه کاهش میزان تصادفات و خسارات هر سال کم و کمتر میشود. براساس بند (الف) تبصره ۱۰ ماده واحده لایحه بودجه ۱۴۰۲ کل کشور «شرکتهای بیمهای مکلفند مبلغ شش هزار میلیارد ریال از اصل حق بیمه شخص ثالث دریافتی را طی جدولی که بر اساس فروش بیمه هر یک از شرکتها تعیین و به تصویب شورایعالی بیمه میرسد، بهصورت ماهانه به حساب درآمد عمومی ردیف ۱۶۰۱۱۱ جدول شماره (۵) این قانون نزد خزانهداری کل کشور واریز کنند. وجوه واریزی شرکتهای بیمه موضوع این بند به عنوان هزینههای قابل قبول مالیاتی محسوب میشود.»
این لایحه برخی از سازمانها را ملزم میکند تا در جهت بهبود بسترهای جامعه برای کاهش میزان خسارات ناشی از حوادث جادهای فعالیتهای انجام دهند و مسئولیتهایی بپذیرند.
طبق این بند منابع حاصل در اختیار سازمان راهداری و حملونقل جادهای کشور، نیروی انتظامی جمهوری اسلامی ایران، سازمان اورژانس کشور، جمعیت هلال احمر جمهوری اسلامی ایران و سازمان صداوسیمای جمهوری اسلامی ایران قرار میگیرد تا در ردیفهای مربوط به این دستگاهها در امور منجر به کاهش تصادفات و مرگومیر و ساخت برنامههای فرهنگسازی و آگاهیبخشی در جهت کاهش حوادث رانندگی مطابق برنامه عملیاتی آییننامه مدیریت حمل و نقل و سوانح رانندگی هزینه شود. آنچه واضح است این است که سازمانها و نهادهای نامبرده، در جهت بهبود کیفیت جادهها، برقراری استانداردهای اجرایی و آموزش رانندگان آنچنان موفق نبودهاند و هر سال روند تلفات جادهای با افزایش همراه بوده است. به نظر میرسد بودجهای که برای این سازمانها در نظر گرفته شده است، در نهایت باری است اضافه بر دوش صنعت بیمه و به این ترتیب ۶۰۰ میلیارد تومان از پرتفوی صنعت بیمه بهمنظور فرهنگسازی راهی خزانه صداوسیما و باقی نهادهای غیربیمهای میشود؛ رویکردی که به عقیده بسیاری از کارشناسان نه فقط در راستای افزایش ضریب نفوذ بیمه در کشور مؤثر نخواهد بود که حتی به سبب افزایش احتمالی حق بیمههای شخص ثالث، خرید بیمه در باقی بخشها را نیز تحت تأثیر قرار خواهد داد

درباره نقش و کارکرد نه چندان تاثیرگذار سازمانهایی که امروز باید سهمی از بیمه شخص ثالث را در جهت کاهش میزان تصادفات رانندگی به هر نحوی – چه در مسیر فرهنگسازی و آگاهسازی عمومی و چه برآوردن نیازها و امکانات موردنیاز در باب تأمین امنیت خودروها و جادهها و خدمات پزشکی در لحظه- هزینه کنند حرف و صحبت تا امروز زیاد بوده است و گزارشی رسمی عملکردی ناواضح و غیرشفاف.
اگر از این مسئله که بررسی آن دامنه و ابعاد بسیاری را شامل میشود صرف نظر کنیم میتوان به نقش و کارکرد شرکتهای بیمه در کاهش میزان خسارتهای احتمالی رسید. موضوعی که امروز در صنعت بیمه کشور نیز با چالشهای فراوانی رو به رو است و پرداختن به آن نیازمند وضع قوانین و رویکردهای تازهای که شاید بتواند صنعت بیمه کشور را از شکست در برابر حوادث رانندگی باز دارد.
پرداخت حق بیمه متناسب با ریسک رانندگان یکی از مواردی است که امروز بسیاری از کارشناسان صنعت به آن توجه دارند و میتواند یکی از موضوعات بازدارنده از افزایش میزان تخلفات رانندگی و به تبع آن کاهش میزان خسارتهای پیش رو باشد. رویکردی که تا امروز به سبب پیچیدگیهای رگولاتوری و کارکردی آن در ساختار صنعت بیمه کشور برنامهریزان امر کمتر به آن پرداختهاند. در واقع در کشور ما که طبق آمار ۷۰ درصد تصادفات رانندگی به سبب عدم رعایت قوانین رانندگی اتفاق میافتند تفکیک دو گروه رانندگان کم خطر و پرخطر و پرداخت حق بیمه متناسب با ریسک راننده میتواند نقطه عطف موثری در بازدارندگی در رفتارهای پرخطر برخی رانندگان حداقل در شرایط ترافیکی خاص باشد. موضوعی مهم که در سال جدید میتواند یکی از مولفههای مورد توجه قانونگذاران و اجراگران آن باشد.
